Abstracto
The region, in the midst of the recurrent difficulties it faces, also has the challenge of strengthening the set of institutions, since education plays an important role in the development processes. In this sense, the main objective of this paper is to analyze the behavior of investment in education, by the Andean Countries, Bolivia, Colombia, Ecuador, Peru and Venezuela, in comparison with Latin America and the Caribbean, in order to consider the central elements of its impact on social responsibility, in the period from 1995 to 2015. The study is descriptive-documentary, based on the information of recognized databases. The results highlight that the Andean Countries show higher levels of investment in education than the total of Latin America and the Caribbean. Also, education, especially in Bolivia, Ecuador and Venezuela, during the period studied tended to emphasize, in general social and economic policy. In conclusion, the conception of education as a public good accessible to the population, strengthens the mechanisms of supply, therefore at the university level, public authorities can play a key role in the formation of capital or human talent.
