O Estado é uma forma de organização política que marca o início da modernidade e o final da era feudal. Desde o século XVII o Estadoconfigurou-se como única alternativa de organização política. Ainda assim,cada cultura política desenvolveu as instituições estatais de maneira diversadependendo das particularidades próprias de cada tradição. Em decorrência, as instituições dependem não só da estrutura dada pelo ordenamentojurídico do Estado, senão também da cultura política da sociedade, representada pelos valores e ideias sociais compartilhadas entre os membros, ou seja, os códigos de conduta que geralmente não estão escritos e quecomplementam as regras formais. Isto ocorre porque, ainda que as regraspossam ser as mesmas, os mecanismos de cumprimento obrigatório, a forma que se exerce a obrigatoriedade, as normas de conduta e os modelossubjetivos dos atores não o são. No presente artigo analisaremos os principais modelos de Estado no ocidente a partir de quatro culturas políticas,(inglesa, francesa, estadunidense e latino americana) com o objetivo demostrar costumes e tradições políticas diversas, que influem até hoje os diferentes Estados.
The State is a form of political organization which marks the beginning of modernity and the end of the feudal era. Since the seventeenth century the state was configured as the only alternative of political organization. Still, every political culture developed differently institutions depending on the particularities of eachtradition. As a result, institutions not only depend on the structure given byacts of the state, but also depend of the political culture of society, representedby shared social values and ideas among members, which means,codes of conduct that are generally not written and that complement the formal rules. This happens because even if the rules are may be the same, the binding mechanism, the compulsory compliance and the standards of conduct and the subjective models of the actors are not the same. In this paper we´ll analyzing the main models of the western state from four political cultures (English, French, American and Latin American) in order to show how different political costumes and traditions influence today the different states.
